Eh the main standard program that you should be really using is the Fallout Mod Manager and not Mod Organizer as it is a double-edge sword (At lease with the fallout versions anyways). Usually texture mods don't work if either the PC isn't up to par with what the mod requires or it's an Archive problem and usually requires a simple untick and retick again.

Fallout 3 Character Overhaul

Redo your characters! When you install FCO your character doesn't really change because your still using most of the default textures/meshes. Just press ~ and type 'showracemenu', this brings up the character creation menu.

WARNING: In order to use the FCO assets you need to change race, which slightly screws up your SPECIAL/Skills. Crack jacks isaac. You can fix this using the 'player.modav' command, but that takes some time. Credit goes to u/whoknowswhocares111 for telling me this. M1 carbine serial number.
